Detectives Investigating Suspicious Death

(Town of Clay, NY – Aug. 5, 2011) Onondaga County Sheriff Kevin E. Walsh reports that sheriff’s detectives are investigating the suspicious death of a Town of Clay man.

Last evening, Herman Tolbert (68) was found dead in his home located at 4977 Moses Drive. Detectives conducting the investigation, report that Tolbert’s wife Lila Tolbert (65) returned home at approximately 10:45pm and immediately called 911 after discovering Herman unresponsive on the floor.

Rescue crews responded to the scene where Tolbert was pronounced dead.

Sheriff’s detectives spend much of the early morning interviewing neighbors, while evidence technicians processed the scene. Detectives are awaiting a final autopsy to determine the exact cause of death and additional information will be provided as the investigation continues.

Anyone who may have seen or heard anything suspicious near the home last evening is asked to contact the Sheriff’s Office by calling 435-3081.

Clay Teen Found

(Town of Clay, NY – Aug. 4, 2011) Onondaga County Sheriff Kevin E. Walsh reports that deputies have located missing Town of Clay teen.

This afternoon just before 4 p.m., Jeramyah Baxtron, 13, of 2114 Cotswold Court, was located.

Sheriff’s Detectives located Baxtron, who was with a friend, after receiving information that he was in the East Syracuse area.

(Town of Clay, NY – Aug. 4, 2011) Onondaga County Sheriff Kevin E. Walsh reports that deputies are attempting to locate a Town of Clay teen.

Sheriff’s Deputies are attempting to locate Jeramyah Baxtron, 13, of 2114 Cotswold Court, who was reported missing by family members just before 10 p.m. last night. Deputies learned that Baxtron left his home around p.m. after a disagreement with his father and had not returned.

Baxtron is described as being 5’5” and is approximately 175 pounds. He has black hair and was last seen wearing a blue and white, stripped shirt, blue jeans and glasses.

Anyone with information regarding Baxtron whereabouts is asked to contact the Sheriff’s Office by calling 425-2111.

Doctor Charged with Fraud Following 27-Month Investigation

(Oneida, Clay, Utica, NY – July 28, 2011) After a 27-month investigation by the state Attorney General’s Office Medicaid Fraud Control Unit and the New York State Police Special Investigations Unit, troopers announced July 28 that Joel N. Caldwell, Ph.D., 38, of Oneida, was charged with two counts of third-degree grand larceny, a class D felony.

According to police, Caldwell allegedly stole more than $14,750 from fraudulent billings submitted to Medicaid and more than $43,150 from fraudulent billings submitted to Medicare.

Police say Caldwell is a psychologist who visited health care facilities in Madison, Oneida and Onondaga counties as an independent contractor.

These alleged overbillings occurred between August 2005 and November 2010.

Caldwell was arraigned in Clay Town Court before Judge D. Jeffrey Gosch and released on his own recognizance.

He was scheduled to return to court Aug. 2 at 5 p.m.

 

Town of Clay Woman Arrested on Rape Charges

(Lysander, NY – July 27, 2011) State Police in Lysander arrested 21 year-old, Amber Tyska of 5548 Bear Road in the Town of Clay for third-degree Rape, a class “E” felony and Endangering the Welfare of a Child, a class “A” misdemeanor.

Tyska is accused of having sexual intercourse with a 15 year-old male on two separate occasions.

She was issued an Appearance Ticket to appear in the Town of Clay Court on Thursday, Aug. 4 at 5pm.

 

 

 

Morrisville State College Honors School of Business students

(Morrisville, NY – July 2011) The following School of Business students/graduates were awarded scholarships at Morrisville State College.

The Bert Hundredmark Memorial Scholarship was awarded to gaming and casino management students, Boyce Neff of Dryden and Rebecca Barlow of Groton.

The Bill Jones Scholarship was awarded to Elise Rinehart of Ellington, a resort and recreation service management: technology management bachelor degree student.

Rinehart also received the ISFEA Worthy Goal Scholarship along with Loriann Kompare of Clay, a food service administration – restaurant management graduate and Benjamin Markie of Oswego, a resort and recreation service management: technology management bachelor degree program graduate and Reid Nahas of Bellevue, Switzerland, a resort and recreation service management: technology management bachelor degree program student.

Rinehart also received The American Hotel & Lodging Educational Foundation Scholarship along with Matt Snyder of Otego and Alanna Stein of Rochester, both resort and recreation service management: technology management bachelor degree students.

Kompare also received The Thomas V. Ciarrocchi Scholarship along with Nicole Speers of Baldwinsville, a food service administration – restaurant management student and Stephanie Kimber of Kirkville, Ignas Impolis of Norwich and Jenna Vorhis of Locke, resort and recreation service management: technology management bachelor degree students.

Kompare was additionally presented the Peggy Heisler Memorial Scholarship along with  Rhinehart, Markie, Speers, Nahas, and Kenny Brown and Lily Pierce of Morrisville, food service administration – restaurant management students, and Khadijah Donald of Brooklyn, a resort and recreation service management: technology management bachelor degree program graduate, and Molly Luzak of New Fane, Carrie Smith of Madison and Paula Knisely of Clinton, all resort and recreation service management: technology management bachelor degree program students.

Luzack and Markie also received The Syracuse Branch Scholarship.

Markie also received The Rosebrooks Family Scholarship along with Willie McCallister of Peekskill, a food service administration – restaurant management student and Vannati Briggs (Zophy) of Morrisville, a resort and recreation service management: technology management bachelor degree program student.

The Laura Symonds Scholarship was awarded to Sarah Byrne of Baldwinsville, a resort and recreation service management: technology management bachelor degree program student.

Cicero Woman Faces Additional Arson Charge

(Town of Clay, NY – June 15, 2011)  Onondaga County Sheriff Kevin E. Walsh reports that a Cicero Woman faces an additional arson charge in connection with a 2010 Town of Clay fire.

Donna Burke, (59), of 317 Hamilton Road, was charged this afternoon with second-degree Arson in connection with a storage room fire that was reported on Oct. 3, 2010 at the Allen Meadow Apartments, located at 5562 Bear Road.

Yesterday, Cicero Police charged Burke with third-degree arson accusing her of intentionally setting a basement fire at her Cicero home.

Onondaga County Fire Investigators, who were working with Cicero Police Department, recognized Burke’s name and recalled that she resided at the Allen Meadow Apartments in 2010 at the time they investigated a storage room fire. This information was forwarded to detectives assigned to the Sheriff’s Criminal Investigation Division.

Following up on the information, Detective Jon Seeber interviewed Burke who stated that she tossed a lit cigarette into the storage area causing the fire.

Burke, who was already being held at the Onondaga County Justice Center on the Cicero charges, was arraigned this afternoon in the Town of Clay Court where bail was set in the amount of $50,000 cash or $100,000 bond.

Burke is scheduled to return to the Town of Clay Court on Jun 28.

Arson in the 2nd degree is a class B felony.

Assemblyman Roberts: New regional airport authority a win for Central NY’s economy

(Syracuse, NY – June 9, 2011) Assemblyman Sam Roberts (D,WF-Syracuse), a key sponsor of legislation that would create the Syracuse Regional Airport Authority (A.2166-A), is urging the governor to sign this important bill into law. The bill has already passed the Assembly and Senate.

“A more efficient, better-run airport will give us a competitive advantage in attracting business and travel to our area, paving the way for economic development and job creation for families in Central New York.”

The regional board would be comprised of eleven unpaid members. Out of the eleven members seven would be appointed by the Syracuse Mayor and one would be appointed by each the Onondaga County executive, the DeWitt Town Board and the East Syracuse-Minoa School District. The North Syracuse Central School District and the town boards of Salina, Cicero and Clay would each take turns appointing the last member.

Airports serving other Upstate New York cities currently benefit from similar models. An example would be the Monroe County Airport Authority, established in 1989. Since then, it has been able to deliver nationally-recognized affordability by bringing increased competition from low-cost carriers, such as AirTran Airways, to airports like the Greater Rochester International Airport (GRIA). Additionally, the average air fare at the GRIA has dropped more than $100 since 1995, as reported by the U.S. Department of Transportation.

“The new authority would enhance the airport’s ability to stimulate economic growth through efficiency, helping bring Central New York into the new economy,” Roberts concluded.
