Manslaughter Charges after Robbery in Jefferson County

(Watertown, NY – Oct. 4, 2011)  Francis T. Morgia II will be arraigned today, (Wednesday, Oct. 5) at 10 a.m. in the Town of Pamelia Court, located at 25859 NYS Route 37 in Watertown on additional charges.

On Monday Oct. 3 at approximately 5:10 p.m. Jefferson County 911 dispatched local police agencies to the Kohl’s Department Store in Watertown where it was reported that an 84-year-old female had her purse stolen, by force, by a male, and that male then immediately fled the store, entered a vehicle, and then left the store property.

Witnesses were able to provide a vehicle registration, and vehicle description. The 84 year-old, female was pushed to the ground, and sustained a minor laceration. She did not require medical attention.

Shortly thereafter, Glen Park Chief of Police Larry Jobson observed the suspect vehicle on East Main Street in the Village of Brownville. Jobson activated his emergency lights and siren, and the suspect vehicle failed to pull over to the side of the road, and a pursuit ensued.

The suspect vehicle proceeded to the City of Watertown, where it entered the city on West Main Street.  During the pursuit, members of the Watertown Police Department, Jefferson County Sheriff’s Department and New York State Police coordinated to resolve the actions of the operator.  During the pursuit, the fleeing operator drove in a reckless manner, operating at speeds, at times, well in excess of the posted speed limits.

The suspect vehicle proceeded onto Bradley Street and then onto Route 12. The suspect vehicle then attempted to turn right on to Route 342 in the Town of Pamelia. The operator lost control due to excessive speed, and struck a vehicle that was west on Route 342, stopped at the stop sign, waiting to yield the right of way to other vehicles.

Post collision, both involved vehicles came to rest in the ditch on the North side of Route 342. The operator of the suspect vehicle fled on foot into a wooded area North of Route 342, and was subsequently apprehended by Troopers.

The operator was identified as Francis T Morgia II, 48, who currently resided at the Travel Lodge in Watertown. The vehicle was registered to another person.

As a result of the collision, four occupants received injuries. Three of the occupants were transferred to SMC Hospital, Watertown. They were identified as: William K Rafferty, age 40 (Driver), Jeffrey C Hammond, age 46 (Front Passenger), and Shirley H Hammond, age 75 (Left Rear), all of Brownville. Shirley Hammond subsequently succumbed to her injuries at SMC. A post mortem examination is scheduled to determine cause and manner of death. Rafferty and Jeffrey Hammond were treated and released.

Right rear passenger Autumn Tharrett, 25, was airlifted to University Hospital, Syracuse, where she is in stable condition with a head injury. She resides in Onondaga County.

Francis T Morgia II was charged with second-degree Manslaughter, first-degree Unlawfully Fleeing a Police Officer in a Motor Vehicle and third-degree Robbery.

Morgia was arraigned in the Town of Pamelia Court and committed to the Jefferson County Public Safety building in lieu of $75,000 cash, $150,000 bond, pending further action by the Court.

Additional charges may be lodged at a later time upon consultation with Jefferson County District Attorney.

The investigation at this time continues.

 

State Police arrest man as Fugitive from Justice

 

(Watertown, NY – Sept. 15, 2011) The State Police in Watertown arrested Zackary A. Hartman, 22, of 22444 Colonial Manor Dr., Watertown for being a Fugitive from Justice.

Police said Hartman is wanted for the Felony of Sexual Misconduct of a Minor Class B Felony by the Superior Court in the State of Indiana.

He was arraigned before town of Pamelia Justice Richard Baker and remanded to the Jefferson County Public Safety Building pending extradition proceedings to Indiana.

 

Woman Arrested for Grand Larceny

(Watertown, NY – Sept. 1, 2011) The State Police in Watertown arrested 33-year-old Elsa L. Bush of 7564 Church St., Lowville for one count of third-degree Grand Larceny.

The investigation alleges that on July 26 Bush stole $10,000 while working as a teller at the Community Bank NA located on Route 3 in Black River.

She was arraigned in the Town of Pamelia Court and released.

The case was forwarded for possible Grand Jury action.

Watertown man arrested for illegally obtaining unemployment benefits

(Watertown, NY – Sept. 1, 2011) Watertown State Police arrested Ronald J. Willard, 40, of 1366 Sherman St., Watertown on one count each of third-degree Grand Larceny, third-degree Insurance Fraud, both Class D Felonies, and first-degree Falsifying Business Records, first-degree Offering a False Instrument for Filing, both Class E Felonies.

Police said Willard did collect $4,556.25 in New York State Unemployment Benefits from Jan. 10, 2011 through April 17, 2011 while employed by Pine Camp Contracting Inc. Watertown.

Willard was arraigned before town of Pamelia Justic Richard Baker and released pending Grand Jury action.

 

Watertown man arrested for Criminal Sex Act

(Watertown, NY - July 20, 2011) The State Police in Watertown arrested 40-year-old Mark W. Barker of 18677 Allen Road, Watertown for one count of third-degree Criminal Sex Act.

The investigation revealed Barker engaged in oral sex with a 15 year old male he met in response to an ad that he placed on Craigs List.  The incident happened July 11, 2011 in the Town of Philadelphia.

Barker was arraigned in the Town of Pamelia Court and posted $1,000 bail.

 

 

Traffic stop leads to Criminal Possession of Stolen Property charges

(Watertown, NY - June 28, 2011) The State police in Watertown arrested three people for third-degree Criminal Possession of Stolen Property after a traffic stop on the Graham Road in the Town of Pamelia.

Troopers stopped a red Dodge Dakota occupied by driver Gary Hall, 20, of 22103 Route 11, Watertown and passenger Cory Norton, 17, of 208 Farwell St., Watertown and a juvenile on Graham Road in the Town of Pamelia.

The vehicle had three dirt bikes, a KTM 50cc, Suzuki 125cc and a Suzuki 450cc.  Investigation revealed the dirt bikes and a Suzuki LTR 4 wheeler had been stolen from Weaver Road in the Town of Watertown on June 21 into the early morning hours of June 22.

All the occupants were subsequently charged with third-degree criminal possession of stolen property, a Class D felony and arraigned.

Gary Hall was remanded to the Jefferson County Jail on $1,000 bail.

Cory Norton was remanded on $10,000 bail and the juvenile was released to his mother pending Family court Proceedings.

The four-wheeler was recovered on the railroad tracks in the Town of Calcium.

The investigation is continuing and more arrests are expected regarding this investigation.

 

 

State Police in Watertown arrest man for truck stop larceny

(Watertown, NY - April 7, 2011) The State Police in Watertown arrested Justin Benjamin, 19, of 417 E. Main St., Watertown on one count of first-degree Falsifying Business Records, one count of fourth-degree Grand Larceny, one count of second-degree Identity Theft, all Class E Felony, and one count of Petit Larceny.

Police said Benjamin did make several unauthorized purchases totaling $537.86 and $1,270.01 from Longway’s Truck Stop Route 37 in Watertown and Harts Towing in Watertown respectively.

While an employee at Longway’s, Benjamin used corporate credit cards from Harts towing to falsify fuel purchases from February to March 2011 and keep the money.

He was issued appearance tickets to return to the town of Pamelia Court on April 7 to face court action.

Update on Nice N’ Easy Robbery

(Watertown, NY   Jan. 3, 2011) The person in the photograph of the original press has been identified and located.  The investigation is ongoing.

(Town of Pamelia, NY – Jan. 3, 2011) On Jan. 2, 2011, at approximately 11:20PM, the Jefferson County 911 Center dispatched the State Police to the Nice N’ Easy Grocery Store, 23100 Bradley St., Watertown for a reported robbery in progress.

Upon response, Troopers learned that two white males had entered the establishment, and forcibly stole property, while armed with deadly weapons. Present in the store at the time were two clerks, and one patron. An undisclosed amount of money was taken.

No suspect vehicle of the perpetrators has been identified as this time. At present, photographs of the perpetrators are not available. The perpetrators were disguised to conceal their identity.

No one was injured as a result of this crime.

Watertown Police Department and Jefferson County Sheriff’s Department members assisted at the scene.

At present, State Police are requesting public assistance in an effort to identify a person that was at the Nice N’ Easy prior to the robbery that may be able to provide information to identify the perpetrators, by events that he witnessed prior to the robbery. There is nothing to suggest that the person in this photograph is involved in this crime.

Anyone who was at the Nice and Easy on Bradley Street, Watertown between the hours of 10:30 and 11:20PM on Jan. 2, or any person who can identify the person in the attached photograph, is requested to contact the State Police, Watertown, at (315) 782-2112.
