Assemblyman Roberts helps pass law to increase protections at military funerals

(Sept. 28, 2011) Assemblyman Sam Roberts (D,W - Syracuse) announced two measures designed to further protect military funerals from disruptive demonstrations have been signed into law by the governor (Ch. 527 and 528 of 2011). Roberts is sponsor of one of the new laws and supported the other.

“I applaud Governor Cuomo and his decision to sign these laws to protect not only the dignity of our military men and women, but also the safety of their families and friends who attend the services,” Roberts said. “The new laws are designed to ensure that military funerals are not disrupted by violent protestors or disrespectful behavior. The soldiers of our state and our country who have given the ultimate sacrifice for our safety deserve the utmost respect, and ensuring their funerals are dignified helps do just that.”

One of the bills passed into law was sponsored by Roberts (Ch. 528 of 2011) and will expand the 100-foot protective radius of religious services, funerals, burials and memorial services to 300 feet. Violators will be guilty of disruption or disturbance of a religious service, funeral, burial or memorial service, a class A misdemeanor.

The second measure passed into law (Ch. 527 of 2011) that was supported by Roberts will authorize communities to require demonstrators to obtain permits from the locality for any demonstrations organized within 1,000 feet of a wake, funeral, burial or memorial service. Protestors who violate a permit requirement will face civil penalties, the terms of which would be left up to the individual communities. Violators on state property will face civil fines of up to $500 upon a first violation, up to $1,000 for a second violation and up to $2,000 for a third violation.

Civil War Round Table Program Presents Legacy of African American Soldiers

(East Syracuse, NY – Sept. 2011) During the Civil War over 180,000 African Americans, both free blacks (an extraordinary 74 percent of all eligible men) and escaped slaves, as well as a number of Canadian and other foreign-born black men, volunteered as soldiers and sailors on the Union side. Among them were the 4,000 men serving in the three New York State regiments of the United States Colored Troops.

Black soldiers made up 10 percent of all Union forces, and at least one-third of these soldiers died during the War.  Twenty-five African American soldiers and sailors received the Medal of Honor – the most Medals of Honor awarded to African-Americans for service in any war.

On the Confederate side, toward the end of the War African-Americans, including slaves, were invited to enlist.  Slaves were promised freedom, and the right to live in peace in their former residences after the War. At least one “Negro Brigade” was organized, inVirginia. Upon the War’s end, 36 African Americans were formally identified as such on Confederate parole records.

On Thursday, Sept. 15 at 7 p.m., at the Town of DeWitt Community Room, 148 Sanders Creek Pkwy, E. Syracuse (off NYS Thruway Exit 35 at Carrier Circle), the Onondaga County Civil War Round Table program will feature a presentation by Anthony F. Gero covering the history and legacy of African American soldiers from the French and Indian War through the 1970s, but concentrating on the role of Black New Yorkers in the Civil War.

Gero is an elected Fellow of the Company of Military Historians and the holder of its Distinguished Service Award. He is an author and co-author of four books (one 2009 book being Black Soldiers of New York State: A Proud Legacy, published by SUNY Press), and over 150 articles on military history primarily concentrating on New York State soldiers.

Gero currently is an adjunct history instructor at Cayuga Community College. He is also a former trustee and vice president of the Cayuga Museum in Auburn.

Hancock Field, 174th Fighter Wing Picked to Conduct MQ-9 Pilot Training for Total Air Force

News from New York State Division of Military & Naval Affairs

(Syracuse, NY – Aug. 4, 2011) Air Force officials approved Hancock Field Air National Guard Base as the location for the Air National Guard MQ-9 “Reaper” Formal Training Unit mission.

To help meet Total Force requirements necessary to fulfill the demand for operational combat air patrols, the Air National Guard will add a formal training unit mission to the 174th Fighter Wing.

The Air Force intends to locate an MQ-9 formal training unit, consisting of 44 additional full-time personnel and 5 contractors, at the wing. The wing currently provides MQ-9 training to maintenance personnel from the Air Force, the Air Force Reserve and the Air National Guard .

The mission of the training unit will be to provide MQ-9 formal training to remotely piloted aircraft pilots and sensor operators from across the Air Force.

Site survey teams evaluated the location for feasibility, timing, cost and planning purposes to meet initial operational capability requirements. The Air Force secretary and Air Force chief of staff carefully considered the site survey results and other military judgment factors in making this decision.

“We’re pleased that the Air Force has chosen the New York Air National Guard and the 174th Fighter Wing to perform this important mission,” said Major General Patrick Murphy, the Adjutant General of New York.

“This is a vote of confidence in our Airmen and in their professionalism. It complements the MQ-9 maintenance training already done at the base,” Murphy said.

“The addition of the pilot training mission is a natural extension of our MQ-9 Field Training Detachment which has been active since October 2009,” said Col. Kevin Bradley commander of the 174th Fighter Wing.

“This mission represents a positive economic impact for our community with the addition of 44 full-time military personnel and five contractors at the wing. I speak for the men and women of Hancock Field when I say we are both proud and humbled by the confidence placed in us by the Air Force , the Air National Guard, and New York state leadership,” Bradley added.

Operation Homefront to Assist Service Members Returning Home

(New York, NY – July 19, 2011) In the wake of President Obama’s recent announcement of the anticipated 33,000 troops expected to return home in the New Year, Operation Homefront of New York and New Jersey is preparing to assist those returning service members from our region by implementing Community Liaisons at Ft. Drum and Joint Base – MDL ( McGuire Dix Lakehurst). The funding to support this initiative was generously provided by a capacity grant awarded by the national Operation Homefront office.

The chapter liaisons will be working at each base and be available to educate troops about Operation Homefront, assist applicants and will execute the programs, community events and casework of Operation Homefront of New York and New Jersey at a local level. Their very presence on base will help put a face behind the name of Operation Homefront and afford service members the opportunity to have a better understanding of the organization’s mission and the service offered to those in need.

The two new Community Liaisons are Tammy Mayer, representing Operation Homefront of New York and New Jersey at Ft. Drum in NY and Robert Day at Joint Base – MDL in New Jersey.

Tammy Mayer served the Program Support Assistant at the Soldier and Family Assistance Center at Fort Drum where she provided technical and program support on all administrative and management functions. Tammy started as a volunteer for Operation Homefront of New York and New Jersey and is thrilled to be a more consistent contributor to helping our mission.

Robert Day is a 26 year Air Force veteran; five locations both domestic & international; widely experienced in Social Services through his experience as a Personality Indicator Trainer and Family Readiness, Administrator. Additionally, Mr. Day is a highly decorated service member with over 25 military awards/uniform decorations and has been awarded the Bob Hope Spirit of Hope Award – 2006.

Operation Homefront is a national nonprofit that provides emergency financial and other assistance to the families of our service members and wounded warriors.  These services include auto repair, moving assistance, gifts of furniture and food, and much more.  The recent news that about 5,000 soldiers from the New York Reserves will be deployed during the 2011 Holiday Season means that the services of Operation Homefront will be in even more demand.

There is a growing recognition among the administration and the New York City community of the debt that is owed to soldiers serving overseas. Organizations such as Operation Homefront are dedicated to providing citizens the ability to help the service members in their area.

To get in touch with either of Operation Homefront’s Community Liaisons, please call 866-401-5541. For more information about Operation Homefront of New York/New Jersey, please log on to www.operationhomefront.net/nynj
